In compliance with product safety laws and in keeping with our commitment to social responsibility, SanMar has instituted a broad-level initiative to provide our customers with information about product safety laws, our product safety practices and ready access to General Conformity Certificates and Children’s Product Certificates for all applicable private label products.

What This Means to You

Product Safety Testing Program & Restricted Substances List

SanMar works with Intertek, a global leader in product testing, to institute a rigorous product testing program across our private label supply chain. Our program verifies that manufacturers produce goods that meet our standards as well as those of the Consumer Product Safety Improvement Act (CPSIA), California’s Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65) and other applicable federal and state laws. SanMar performs and maintains third-party testing as required by state and federal law. Test reports are available by request through our Customer Care Team at supplierinquiries@sanmar.com. Additionally, our suppliers are required to adhere to SanMar’s Restricted Substances List (RSL), which prohibits or limits the use of high concern substances. Our RSL closely follows that of the American Apparel and Footwear Association, available at www.aafaglobal.org.

California Proposition 65

SanMar works within the guidelines of applicable U.S. federal and state safety requirements, including the Safe Drinking Water and Toxic Enforcement Act of 1986, also known as California Proposition 65.

SanMar bags manufactured prior to August 31, 2018 include a Social Responsibility and Prop 65 hangtag.  This Proposition 65 warning label does not mean a product is in violation of any product safety standards or requirements, tagging was consistent with the practices of other suppliers in our industry and others.

SanMar bags manufactured after August 31, 2018 will not include a hang tag.  Our customers will be notified if it is determined at a future date that any of our products require a Proposition 65 warning, and will be labeled as follows pursuant to Health and Safety Code § 25630(b):

In accordance with our compliance program, we have not identified a need for a warning on our apparel.

Consumer Product Safety Improvement Act (CPSIA)

The Consumer Product Safety Improvement Act (CPSIA) became law in August 2008 and is applicable to certain products manufactured after November 12, 2008. The CPSIA enhances current U.S. product safety laws and primarily covers hazardous substances and flammability requirements for children’s products, as well as flammability requirements for general wear apparel. The law also requires the issuance of a General Conformity Certificate (GCC) or Children’s Product Certificate (CPC) for all products imported into the U.S. subject to safety regulations enforced by the Consumer Product Safety Commission. 


We can confirm that each applicable product manufactured after November 12, 2008 and imported by us is accompanied by an electronic CPSIA certificate and meets all applicable testing and labeling requirements under the CPSIA. Electronic CPSIA certificates (GCCs and CPCs) or instructions for accessing them can be found on our CPSIA Certificates page.



We remind customers that the GCCs and CPCs we provide relate to blank, undecorated products we sell and that customers may have their own obligations for product safety standards.
